Residents Move Back to Bellevue Court After Successful Renovation

Atco, NJ – October 22, 2025 – Residents are officially returning to The Willows at Bellevue Court this month following the completion of a successful 10-month renovation that began in January of 2025. The revitalization marks a major milestone for the 24-unit affordable housing community located at 500–523 Bellevue Court in Waterford Township, Atco, NJ.

Originally developed in 1984 with USDA Rural Development funds, Bellevue Court has long served as a vital source of affordable housing in the Atco community. After decades of operation, the property required substantial capital improvements to ensure its long-term sustainability and preserve affordability for local families. Ingerman acquired and rehabilitated the development with the support of 9% Low-Income Housing Tax Credits (LIHTC), ensuring the community’s continued affordability and viability.

The community is comprised of 24 townhouse buildings grouped in seven clusters on the 5.63-acre site. The buildings are two-story with each unit being bi-level with a private entrance. Site improvements include a newly paved and striped parking lot, new sidewalks and porches, mailboxes, landscaping, and a centrally located playground.

There are 12 two-bedroom units and 12 three-bedroom units. Two of the apartments are accessible for persons with physical disabilities. Rents have been underwritten at existing levels to ensure affordability. Three units will be affordable at 30% of Area Median Income (AMI), and 21 units will be affordable at 60% AMI. A majority of units receive project-based rental assistance from USDA.

The comprehensive rehabilitation included new siding, roofing, windows – including new bay window bump outs, interior & exterior doors, flooring, full kitchen upgrades with cabinets & energy-efficient appliance packages, bathroom vanities and tile flooring, washers and dryers added to every unit, HVAC systems, and fresh paint throughout.

Accessibility and sustainability were central to the renovation. Site-wide enhancements include new ADA-compliant walkways, energy-efficient lighting and HVAC systems were put in place to improve comfort and reduce utility costs. A community building was added to house management offices and resident service programs.

In addition to the physical improvements, Ingerman has established a $250,000 resident services fund to support ongoing community programming. A part-time Community and Supportive Services Coordinator will provide on-site case management and facilitate educational programs with our community partners.

Conveniently located near schools, restaurants, retail and public transportation, Bellevue Court continues to offer the comfort of small-town living with access to key amenities within a mile of the property. 

The successful completion of the rehabilitation ensures that Bellevue Court will continue serving the Atco community as a source of safe, high-quality, and affordable housing for years to come.
