Ingerman Announces the Groundbreaking of George Read Village

Newark, DE – May 16, 2025 – Ingerman joined the Newark Housing Authority and the Delaware State Housing Authority, along with state and local officials to celebrate the groundbreaking of George Read Village, an affordable housing community located in the City of Newark, Delaware.  

George Read Village is being co-redeveloped by Ingerman & the Newark Housing Authority along Main Street in downtown Newark. The project will involve the demolition of the existing Newark Housing Authority residential structures and office space. In its place, Ingerman will build one mid-rise mixed-use building and five 3-story cottages. 

The mixed-use building will offer 51 apartments for seniors as well as retail and office spaces for the housing authority, management and maintenance. The residents will enjoy a host of amenities including a lounge, fitness center, and business center. The cottages will not carry a senior designation and instead will be open to families of all ages and offer a variety of 2, 3 and 4 bedroom floorplans. Community spaces will include walking trails, playground, dog park, and ample off-street parking. Rental criteria for will be for households making between 30% to 50% of Area Median Income (AMI) set by HUD for New Castle County.

George Read Village is specified in the City of Newark's Comprehensive Development Plan V 2.0 (Housing and Community Development) and aligns with the City of Newark’s housing goals. The community will be designed to meet Enterprise Green Communities and Zero Energy Ready Homes requirements, and the mid-rise building will have solar panels. The redevelopment of affordable housing has been made possible with nearly $26.6 million in local, state, federal and DSHA investments. Once completed, the project will bring a total of 72 affordable housing units to the residents of Newark.
