Located in the southern New Jersey community of Williamstown, Scotland Commons will be a 132-unit 100% affordable development serving families who make up to 60% of the Area Median Income (AMI). Situated on over 10 acres and spread across 11 buildings, the site is near major highways such as the Atlantic City Expressway and State Route 55. It is also served by NJ Transit bus routes.

The proposed 132-unit development will consist of 26 one bedroom, 66 two-bedroom, and 40 three-bedroom apartments. Of the one-bedroom units, 5 will be offered to families making up to 30% of the AMI, 9 to those making up to 50% of the AMI, and 12 to those making up to 60% of the AMI. Eight (8) of the two bedroom units will be available to those making up to 30% of AMI, 22 for up to 50% AMI, and 36 for up to 60% AMI. The availability of the three-bedroom units will be broken down with 5 available to those making up to 30% of AMI, 17 for up to 50% of AMI, and 18 for up to 60% of AMI.

Justin Commons will offer a diverse and comprehensive social services program driven by a partnership between the experienced Ingerman Management Company and Tri-County Community Action Partnership. This program will be directed by an onsite social services coordinator. The social services program includes more than 2000 square feet of community and meeting space, employment counseling and job skills training, homeownership and credit repair counseling, residential rental and energy assistance services, child care resources, Women-Infants-Children (WIC) program outreach, and a resident advisory council.

Total project costs for Scotland Commons total $26,389,541. Financing for this project will be provided by $15,298,470 of equity raised from the sale of Low Income Housing Tax Credits, $3,612,994 in a permanent mortgage from the New Jersey Housing Mortgage Finance Agency, $6,000,000 from the Tax Credit Exchange program, and $1,478,077 in deferred development fee. MBI Development Company serves as the project developer, Ingerman Construction Company will serve as the general contractor and Ingerman Management Company will be the management company.
